Individuals seeking mobility-impaired parking privileges can qualify by completing an application and obtaining certification from a qualified medical provider. Qualification is based on specific medical conditions, including the use of portable oxygen, orthopedic, neurological, or other conditions hindering the ability to walk 200 feet without assistance or rest, restrictions due to cardiac, pulmonary, or vascular diseases, or specific respiratory conditions.
Apart from physicians, chiropractors, physician's assistants, advanced practice registered nurses, and physical therapists are authorized to sign the application.
Available Permit Types
There are three types of mobility-impaired parking permits:
- Permanent non-reversible condition permit (blue) – renewal does not require physician consent.
- Permanent reversible condition permit (blue) – requires renewal through a physician.
- Temporary condition permit (red) – issued for three months at a time.
Obtaining Permits and License Plates
Motor vehicle licensing divisions issue both permanent and temporary parking permits. Mobility-impaired license plates are also available for qualifying applicants. However, these items are not available at Driver's License Division locations.

Displaying Parking Permits
Permits must be hung from the rearview mirror when occupying a designated space for the mobility impaired. The permit should remain visible, and it must be removed when the vehicle is in operation.
Renewal of Permanent Permits
Permanent Mobility-Impaired Permits are valid for a three-year cycle. Renewal notices, including instructions, are sent before the permit expires.
Temporary Permit Renewal and Replacement
Temporary (red) permits are issued for three-month periods and are not renewable. For lost or stolen permits, a written request with a $3 replacement fee can be submitted by mail or in person at a motor vehicle location.
Mobility-Impaired Plates and Permit Usage
Only individuals with permanent permits can obtain mobility-impaired license plates. Permits can be used in any vehicle in which the individual is the driver or a passenger. While mobility-impaired plates exempt the need to display a permit in a designated space, at least one valid permit must be in the individual's name.
Special Cases: Disabled American Veteran (DAV) Plates and Out-of-State Use
DAV plates allow parking privileges without a permit. However, both DAV and mobility impaired requirements must be met for a DAV Mobility-Impaired designed plate. Individuals can use their mobility-impaired permit or license plates issued in their home state when visiting North Dakota.
