CDL Third Party Testing Requirements
The North Dakota Department of Transportation is responsible for compliance of Federal Motor Carrier Safety Administration Regulation 49 CFR Part 383.75 and N.D.C.C. 39-06.2-07. NDDOT does this by monitoring all Third Party Programs and Third Party Testers who administer the commercial driver license (CDL) skills test.
A Third Party Program is a program authorized by the director to administer to an individual the vehicle inspections, basic control skills, and road tests.
A Third Party Tester is an individual who is an employee of a third party testing program who has qualified for a third party tester certificate issued by the director. This certificate grants the individual authorization to conduct vehicle inspections, basic control skills, and road tests.
