This manual provides information on the International Registration Plan (IRP). For information on the International Fuel Tax Association (IFTA), including recordkeeping requirements, which are different from the IRP recordkeeping requirements, please refer to the most current NDDOT IFTA manual. Additional IFTA information may be found at iftach.org.
This manual is designed to guide and assist individuals in performing the registration of apportioned vehicles. When appropriate or necessary there may be deviations from these procedures due to changes in policies, interpretation, or law. Applicants are encouraged to
read and follow the instructions provided precisely to speed up the registration process. Applications are processed on a first-in first-out basis. Same day service is not always available. This manual may be changed at any time.

International Fuel Tax Agreement (IFTA)
International Fuel Tax Agreement (IFTA) is an agreement among jurisdictions for the reporting of fuel use taxes by inter-jurisdictional motor carriers.

No, you can only order as many IFTA decals as there are IFTA-qualified vehicles in your IRP account.

You must maintain an original, driver-prepared Individual Vehicle Mileage and Fuel Report (SFN 16921) on each vehicle for each trip.
Distance Records (IFTA and IRP): You must maintain an original, driver-prepared Individual Vehicle Distance Record (IVDR) on each vehicle for each trip. Driver-prepared source documents must include the following:
- Date of trip (starting and ending)
- Trip origin and destination
- Route of travel (highway numbers)
- Beginning and ending odometer/hubometer reading of trip
- Total trip distance
- Distance by jurisdiction
- Unit number or vehicle identification number
- Vehicle fleet number (for multiple fleets)

Yes. IFTA requires you to maintain original fuel source documents for each fuel type for each vehicle. Over-the-road fuel purchases and bulk fuel purchases are to be accounted for separately. An acceptable fuel receipt or invoice must include:
- Date of purchase
- Name and address of seller
- Number of gallons purchased
- Fuel type
- Price per gallon
- Unit number or vehicle identification number
- Purchaser's name
Bulk storage fuel purchases must be supported by delivery tickets and/or receipts. You must have a reliable meter on your bulk tank. To receive tax paid credit, the following information must be maintained:
- Date of withdrawal
- Number of gallons/liters withdrawn
- Fuel type
- Unit number
- Purchase and inventory records showing tax was paid on all bulk withdrawals
- Meter readings, inventory measurements and monthly reconciliations

No. IFTA license renewals must be filed with your base jurisdiction before the end of the current IFTA license year expires. The two-month grace period is for display of renewal credentials--not to file your renewal application for those credentials.

International Registration Plan (IRP)
International Registration Plan (IRP) is a cooperative agreement for registering vehicles that travel into two or more jurisdictions. The IRP provides for payment of licensing fees based on fleet miles operated. The unique feature of the IRP is that although license fees are paid to the base jurisdiction and distributed to various jurisdictions in which fleet vehicles are operated, only one license plate (or two plates for buses) and one cab card is issued for each fleet vehicle.
There are 59 members of IRP (48 States, District of Columbia, and 10 Canadian Provinces).
- A power unit having two axles and having a gross vehicle weight in excess of 26,000 pounds; or
- A power unit having three or more axles, regardless of weight; or
- Is used in combination when the weight of such combination exceeds 26,000 pounds gross vehicle weight.
There are two ways fees are calculated:
- If you are registering a fleet that has not previously recorded verifiable actual distance in two or more jurisdictions, your fees will be based on the average per-vehicle distance driven by ND carriers for each jurisdiction.
- If you are registering a fleet that does have verifiable recorded mileage in two or more jurisdictions (i.e., the vehicle/fleet was in an IRP account previously), your fees are calculated based on the portion of miles driven in each jurisdiction. For example, if you drove 50% of your miles in ND and the other 50% in MN, you would pay 50% of ND's annual registration fee and 50% of MN's annual registration fee.
Must have a US DOT number (if over 10,000 pounds and crossing state lines).
- To obtain a US DOT number, contact the Federal Motor Carrier Safety Administration by phone at 701-250-4346, or FMCSA Online.
- If leasing onto a company and running under their authority, please provide lease papers. The party responsible for reporting the IFTA must be indicated within the lease papers.
- You must have an appointment to come to Bismarck. Please complete the new account packet, then email it to Motor Carrier Services for review and processing.
- You must provide three proofs of residency showing the same street address in North Dakota. PO Box addresses are not acceptable. Examples:
- If an individual, a North Dakota driver license;
- If a corporation, that it is incorporated in North Dakota;
- If a corporation, that the principal owner is a resident of North Dakota;
- Federal or North Dakota tax returns;
- Personal property tax;
- Utility, phone or cable bills;
- Insurance or medical cards;
- Letters from IRS or FMCSA;
- Other factors showing clear evidence of residency to the satisfaction of ND

Note: If increasing weights for a Canadian province, please list the weight in pounds, and the system will convert it to kilograms.
You must always delete a vehicle before you add one if you want to apply the plate and credit from the deleted unit to the added unit.
Log in to the Motor Carrier Online System, then navigate to IRP and select delete or add vehicle.

- Duplicate cab card: $5.00
- Duplicate “No Sticker Required” decal: $3
- Duplicate IFTA license: $3.00
- Duplicate IFTA decal/license: $4.00
Six years plus the current year, unless you are currently under an audit; in that case, please keep records until the audit is complete, whichever is longer.
Before changing our records, you must first have the record changed with the FMCSA at 701-250-4346.
Once the record is updated, you can contact our office by fax at 701-328-3500, email Motor Carrier Services, or send the request via mail to the Bismarck office.
The following documents are required for a carrier closing an IRP account:
- Schedule C form (International Registration Plan Supplemental Application Schedule C [SFN 2479]), deleting all the vehicles in the current account.
- Letter requesting a refund, stating the carrier is "going out of business".
- Return plate(s) and cab card(s) for all vehicles on account. Copies of the cab card are not acceptable.
Note: When closing an IRP account, you will only be refunded the unused portion of ND fees--not fees from other states.
Apportioned/prorate trucks are only required to have the one plate that goes on the front of the truck. You can purchase a back plate that reads “Apportioned Vehicle” for $5.00 from the Bismarck office to display on the back of the truck. This plate is not vehicle specific and can be moved from truck to truck.
An "Apportioned Vehicle" license plate may be purchased online through the Motor Carrier Online System.
If there is any remaining credit, it will apply toward your North Dakota portion of the prorate license fees.
Once you have the vehicle in the cart, please email our office at Motor Carrier Services a request, including vehicle information, stating that you'd like to apply the ND credit. After we review your request, we will apply the credit and email a billing.
You may then go online to make the payment through the Motor Carrier Online System.
Yes, but we must have a written statement from the owner in the previous account authorizing the plate and credit to be transferred.
Note: Only the ND credit will transfer; the out-of-state fees will remain in the existing account.

When opening an IRP account in a business name, three proofs of physical address are required. All proofs must have the same business name and physical address. A PO Box is not acceptable. The following proofs are acceptable:
- Lease agreement, if renting;
- Copy of real estate taxes, if property is owned;
- Printout of Secretary of State showing the company is active and in good standing;
- Utility, gas, cable or phone bill;
- State or federal income tax return;
- Copy of a vehicle titled in ND (other than the vehicle being prorated);
- Insurance card;
- Letter from IRS or FMSCA
Note: Additional proofs may be requested by the Motor Carrier office.
When opening an IRP account in a personal name, three proofs of physical address are required. All proofs must have the same business name and physical address. A PO Box is not acceptable. The following proofs are acceptable:
- Copy of ND driver license;
- Utility, gas, cable or phone bill;
- Rental agreement, if renting;
- Real estate taxes, if property is owned;
- State or federal income tax return;
- Copy of a vehicle titled in ND (other than the vehicle being prorated);
- Insurance card;
- Medical card;
- Letter from IRS or FMSCA
Note: Additional proofs may be requested by the Motor Carrier office.
Lease documents must state the DOT number and who is responsible for reporting the IFTA.
Please complete Lease Change Notification (SFN 61274) and email the current lease agreement, stating the responsible party for reporting the IFTA, to Motor Carrier Services.
Unified Carrier Registration (UCR)
Unified Carrier Registration (UCR) Plan and Agreement is part of a federally mandated, state-administered program that went into effect September 10, 2007. Under this program, states collect fees from motor carriers, freight forwarders, brokers and leasing companies based on the number of qualifying commercial motor vehicles in their fleets (power units only) with a gross vehicle weight rating exceeding 10,000 pounds and that cross state lines.
