About The Project

The Memorial Highway Reconstruction project has been an ongoing coordination effort between the City of Mandan and the North Dakota Department of Transportation. Construction is anticipated to occur from 2025 through 2027, with work beginning on the eastern portion of the roadway from 32nd Avenue SE to 46th Avenue SE in the spring of 2025.

Key project improvements include:

  • Add sidewalk and shared use path
  • Improve traffic flow and intersection safety
  • Improve drainage
  • Address pavement at the end of useful life

Phase 1
2025 | East Portion of Memorial Highway

  • Construct east storm water system
  • Construct east portion of Memorial Highway from approximately 32nd Avenue SE to approximately 46th Avenue SE. Construction includes:
    • Replacement and installation of underground utilities
    • Construction of curb and gutter roadway section with median at signalized intersections
    • Addition of bicycle and pedestrian facilities
    • Updated roadway lighting and traffic signals
    • Improved roadway drainage with installation of a storm water system
  • Construct sanitary lift station near 40th Avenue SE intersection

2026 | East Portion of Memorial Highway

  • Median paving, shared use path construction, final site restoration and seeding 


Phase 2
2026 | West Portion of Memorial Highway 

  • Construct west storm water trunk line from Memorial Highway to the Heart River Oxbow south of 3rd Street SE
  • Construct sanitary lift station near 32nd Avenue SE intersection
  • Construct sanitary lift station near 3rd Street SE intersection
  • Construct west portion of Memorial Highway from approximately E Main Street to approximately Riverwood Avenue SE. Construction includes:
    • Replacement and installation of underground utilities
    • Construction of curb and gutter roadway section with median at signalized intersections
    • Addition of bicycle and pedestrian facilities
    • Updated roadway lighting and traffic signals
    • Improved roadway drainage with installation of a storm water system 

2027 | West Portion of Memorial Highway  

  • Construct west portion of Memorial Highway from approximately Riverwood Avenue SE to approximately 32nd Avenue SE. Construction includes:
    • Replacement and installation of underground utilities
    • Construction of curb and gutter roadway section with median at signalized intersections
    • Addition of bicycle and pedestrian facilities
    • Updated roadway lighting and traffic signals
    • Improved roadway drainage with installation of a storm water system

Frequently Asked Questions

Construction on Memorial Highway began around April 1st, 2025, and last until mid-November. Reconstruction of the entire stretch of roadway between Main St. and 46th Ave. will likely be spread over two or three consecutive construction seasons. The entire corridor will not be under construction at one time.

We will utilize several methods of communication. The project website, email, and newsletter will be the primary forms of communication with business owners along the corridor. The project website will house updates throughout the duration. You will also be able to ask questions by filling out the following form: Memorial Highway Project Contact Form

Temporary access will be maintained during construction; however, there is potential for short closures during construction activities such as underground utility installation and roadway paving.

Two hard-surfaced travel lanes and a hard-surfaced center turn lane will always be provided; some temporary aggregate accesses may need to be utilized. If your existing access cannot be maintained, other access will be provided to ensure traffic will be able to get to your business. One lane of traffic in each direction with a center turn lane will be maintained throughout the duration of construction. Traffic control will be maintained in sections and the contractor will need to modify and adjust traffic control to maintain a safe working environment. Please stay alert to changes in traffic flow, as they may occur quickly as construction progresses.

The roadway is being reconstructed as an urban section including curb and gutter and an underground storm sewer system. Additional drainage improvements may include a shallow ditch in some areas to collect off-site storm water and reduce ponding on adjacent properties where possible.
