Entities considering wayfinding signing shall provide a Master Plan to the NDDOT and FHWA before any roadway plans are developed. The Master Plan will need to be approved to ensure that all state and federal guidelines are being followed.

It is recommended that entities work with an engineering firm that has highway engineering experience and knowledge of the Manual on Uniform Traffic Control Devices (MUTCD). At some point in the preparation of the Master Plan, a highway engineering firm should be consulted before sending it to the NDDOT for approval. A North Dakota licensed civil engineer needs to do the design work on all signing aspects (sign design, support design, etc.). Any engineering that needs to be done needs to be signed and sealed by a licensed engineer in the state of North Dakota.
