Planning and Asset Management

The Planning/Asset Management Division provides the highest quality information and analyses, in the most efficient and timely manner supported by the available resources. The Division does this through data collection, data management, and analysis.

The Division is comprised of four sections:

Roadway Data Management

The Roadway Data Section is primarily responsible for, among other duties: producing formal maps (such as the Highway/Tourist Map and County Base Maps), managing federal roadway data programs (such as Highway Performance Monitoring System (HPMS) and Model Inventory Roadway Elements (MIRE), and maintaining the federally required Linear Referencing System (LRS) for all public roads in North Dakota, regardless of ownership.

Pavement Management

This Section is responsible for collecting, analyzing, and distributing state highway pavement condition and profile data needed to provide Districts, Divisions and Executive Office with strategic highway system recommendations.

Planning-Rail

This Section is responsible for developing and leading implementation of the Statewide Long-Range Transportation Plan, and other strategic modal plans to include rail, freight, active and public transportation modes. The Planning/Rail Section also tracks industry trends, and administers rail-highway crossing safety programs, rail loan programs, the annual State Planning and Research program, and special studies and reports. The team is also involved in the development of new programs; applying for discretionary grants; establishing and maintaining a network of contacts with other state and provincial DOTs, state, federal, tribal and local governments and agencies; performing economic analyses; and supporting the activities of other NDDOT Divisions.

Traffic Data

The primary role of this Section is to develop, maintain, and implement the processes for collecting and forecasting traffic volumes, or more specifically providing a count of the number of vehicles using a roadway – also known as the Annual Average Daily Traffic (AADT). AADT is used by designers to develop pavement type and thickness for construction projects. The AADT also allows NDDOT to perform long range planning in the areas of construction and maintenance project design, use and deployment of resources. This Section collects pedestrian and bicycle counts at intersections, vehicle speed, vehicle type and class, and weigh in motion data.

Programming

The Programming Division is responsible for coordinating the development of the Statewide Transportation Improvement Program, managing federal funds, implementing the Department’s scoping process, and completing traffic operations activities.

These responsibilities include a system wide perspective as well as project level involvement from early project inception through to project completion.

Local Government

The Local Government (LG) Division administers, coordinates, and allocates funds for all Local Public Agencies (LPA’s), transportation alternatives, and transit federal aid programs and projects.
